Requirements for Entering FEI Endurance Competitions

In consideration of the recently released FEI Rules for Endurance, 7th edition effective January 1, 2009, the USEF has compiled the following list of requirements for entering rides as of January 1, 2009. Note that the requirements vary depending on the star rating of the event and that the requirements for Young Riders may be different than for Senior Riders. ***** In addition to the following requirements, beginning January 1, 2009, all Riders and Horses must meet the new “Novice and Star Qualifying Requirements” under FEI Endurance Rule 816, available on the FEI Website www.horsesport.org

CEI 1* (50 to 74 miles in one day)

The Rider should:

1. Be a current member of USEF.
2. Be registered with FEI (Free for riders under 18 as of January 1, 2009)
3. Meet the minimum weight requirement of 70kg (154 lbs.)

The Horse should:

1. Have been foaled in 2003 or before
2. Be Recorded with USEF (either Life or Annual) 
3. Be Registered with FEI 
4. Have Proof of Influenza Vaccine 
FEI Influenza Requirements
5. Be identifiable by document; for example, a breed registration certificate with a description of the horse, or an EIA certificate (Coggins), with a detailed description and diagram of the horse.

CEI 2* (75 – 86 miles or a 2 day 100)

The Rider should:

1. Be a current member of USEF 
2. Be Registered with FEI (Free for riders under 18 as of January1, 2009)
3. Meet the minimum weight requirement for the given competition (usually 75kg or
165 lbs.)

The Horse Should:

1. Have been foaled in 2002 or before.
2. Be Life recorded with USEF 
3. Be registered with FEI 
4. Have an FEI Passport (the passport contains identification of the horse/influenza)

CEI 3* (87-100miles)

The Rider should:

1. Be a current member of USEF 
2. Be Registered with FEI (Free for riders under 18 as of January1,2008)
3. Meet the minimum weight requirement for the given competition (usually 75kg or 165 lbs.)

The Horse Should:

1. Have been foaled in 2002 or before.
2. Be Life recorded with USEF 
3. Be registered with FEI 
4. Have an FEI Passport (the passport contains identification of the horse/influenza)

CEI 4* Championship Competitions of any distance

The Rider should:

1. Be a current member of USEF 
2. Be Registered with FEI (Free for riders under 18 as of January1, 2009)
3. Meet the minimum weight requirement of 75kg. (165 lbs.)
4. Have a Certificate of Capability (COC) for the Championship that is being entered.

The FEI website www.horsesport.org has information regarding COC’s for upcoming events

The Horse Should:

1. Have been born in 2001 or before
2. Be Life recorded with USEF 
3. Be registered with FEI 
4. Have an FEI Passport (the passport contains identification of the horse/influenza)
5. Have a Certificate of Capability for the Championship that is being entered.

Only FEI Passports are accepted for horses entered in CEI 2*, 3*, and 4*events,  regardless of the rider’s age. 

Young Riders in CEI ‘s

Young riders receive the following exemptions:

1. Riders are not required to ride at weight*
2. Free FEI Registration if under 18 as of Jan.1 2009

*Young riders who are nominating or applying for the Endurance Rider Ranking List are required to meet Minimum weight requirements, and should carefully read the procedures to be sure that they meet all requirements. Please note the FEI Rule Clarification Below

FEI Rule 815.3 states:

Mandatory Rest for Horses:
815.3.1 After competing in a CEI events, a horse must be given a mandatory minimum rest period, as defined, before it is again eligible to participate in a FEI competition:

  • Distance completed 0 – 80 km 13 days rest
  • 81 and above 20 days rest

815.3.2 If a horse is eliminated for metabolic reasons which require immediate invasive treatment at any CEI event, it must be given a mandatory minimum rest of 60 days before it is again eligible to participate in a CEI event.

815.3.3 If a horse is eliminated for metabolic reasons which require immediate invasive treatment at any 2 consecutive CEI events or twice within any 3 month period, it must be given a mandatory rest period of 90 days before it is again eligible to participate in a CEI event.

815.3.4 The FEI Technical Committee may decide to create a supplementary schedule for additional rest requirements for horses who suffer consistent metabolic elimination problems over time in consultation with the FEI Veterinary Committee.

Clarification:
Mandatory rest periods are based upon the actual miles completed at a competition. 

Example 1

A rider completes a 160km competition: the rest period is 20 days between, and not including the starting date of the 160km and the starting date of the next competition the horse may enter. 

Example 2

A rider enters a 160km and retires or is eliminated at 70km.  The rest period is 13 days between and not including the start of the 160km and the starting date of the next competition the horse may enter.

Example 3

A rider enters a 120km competition and retires or is eliminated at 85km.  The rest period is 20 days.

at the above link.  This document travels with the horse from
competition to competition.  Instructions are on the site just below the link


Subject: Rider and Horse qualification record

I have attached a document that will serve to provide proof of your qualification to FEI Ride Organizers. 

After your horse completes his first FEI competition in 2009- the horse will not need to be listed on the Form, because the horse will have a record of his FEI completion on the Log Sheet at whatever star level he has attained. (unless he has a higher level prior to Jan 1 – then you would list that if needed for your entry) There is room to list more than one horse, in case you have more than one horse entered. 

However the rider is not listed on the log sheet, so it will be necessary to list your qualification level on this form and include it along with your entry each time you enter a competition.
